After meeting with residents on site the following improvements are in the works

Get a park sign there at the edge of the street leading to the water to better confirm access and when open and closed.
residents would like it to have “no dumping, pack in it pack it out, no winter maintenance” and hours on it
Picnic table was installed, community is also hoping for a bench
Medium term looking to bring back the old switchback path down to the grass area by the water, current access lacks universial accessibility.
